ETIX, PHOCEA DC and Thésée Datacenter adopt the Sovereignty Certification framework
A European first for the sovereignty of digital infrastructure. As part of the certification programme led by CISPE, the three operators commit to four strict and verifiable pillars, affirming their role in Europe’s digital autonomy.

THE APPROACHAn independent audit, from servers to shareholders
As critical data is increasingly exposed to extraterritorial legislation, starting with the US Cloud Act, ETIX, PHOCEA DC and Thésée Datacenter are voluntarily submitting to an audit covering their entire sovereignty chain.
By certifying the physical layer, they give European cloud providers the foundation for end-to-end sovereignty, serving the most sensitive sectors: public administration, healthcare, defence and strategic industry.

Preliminary audit passed by all three operators
ETIX: 13 data centers in France, including 4 in Lille, 2 in Paris, 3 in Nantes, 1 in Vendée, 1 in Toulouse, 1 in Montpellier and 1 in Lyon.

Full certification will be granted after an in-depth six-month audit. Each certified data center will display the CISPE Sovereignty Certification badge, verifiable online by any customer or partner.

The architect of Europe’s digital autonomy
Founded in 2016, CISPE (Cloud Infrastructure Services Providers in Europe) brings together more than 40 European cloud infrastructure providers, a sovereign alternative to American and Asian hyperscalers.
The Sovereignty Certification badge is not a declaration: it is a verified commitment, renewed every year by an independent third party.
Open to any European operator, the framework complements existing certifications (ISO 27001, HDS, SecNumCloud…) by adding the political and capital dimension, until now absent from technical standards.
