EU Energy Efficiency Directive (EED)
The revised Directive (EU) 2023/1791 requires data center operators to report energy and environmental performance indicators every year. In France, this information is collected by Arcep (decision no. 2025-2428) and then submitted to the European database.
To complete its report, ETIX must also collect two sets of aggregated indicators from its customers: data traffic and ICT capacity (servers and storage).
The information on this page only applies to customers hosted in ETIX data centers located in France.
Submit your data
Indicators must be provided for each space you occupy in an ETIX data center (rack, cage or private suite). Fill in the Excel template and email it back to our compliance team.
- Download the data collection template in Excel format: it includes instructions, the list of ETIX data centers in France and the definition of each indicator.
Download the Excel template ↓ - Enter your contact details, then add one row per space occupied (rack, cage or suite), selecting the data center from the drop-down list.
- Fill in the traffic and ICT capacity indicators for each row. Do not change the order or headings of the columns, or the file cannot be processed.
- Save the file in Excel format (.xlsx).
- Send it as an attachment to [email protected], with your company name in the subject line.
- We acknowledge receipt of your file. If any data is missing or inconsistent, the ETIX team will contact you to correct it.
Each new submission fully replaces your previous data rather than adding to it. Always submit all of your spaces at once.

Data traffic indicators
The four indicators below measure exchanges between your infrastructure and the outside of the data center over the reporting year.
Incoming traffic bandwidth
Total bandwidth provisioned for data entering the computer room, averaged over the year for the total connectivity capacity.
Outgoing traffic bandwidth
Total bandwidth provisioned for data leaving the computer room, averaged over the year for the total connectivity capacity.
Incoming data traffic
Total data entering the computer room, accumulated over the whole reporting year, regardless of the number of connections.
Outgoing data traffic
Total data leaving the computer room, accumulated over the whole reporting year, regardless of the number of connections.
Interconnections with other customers hosted in the same data center are not counted. Only traffic into and out of the data center should be reported.
ICT capacity indicators
These indicators cover the IT equipment installed in your spaces during the reporting period.
Server computing capacity
Sum of the SERT active-state performance (or equivalent) of your servers, as declared in the manufacturer’s information in accordance with Regulation (EU) 2019/424. These values are available in manufacturer documentation or on the ENERGY STAR website.
Storage equipment capacity
Sum of the raw (addressable) capacities of all SSD and HDD drives installed in your storage equipment, as declared by the manufacturers or verified by the server operator.
Frequently asked questions
Is my data kept confidential?
Yes. Files received are processed by ETIX’s compliance team and used solely for ETIX’s regulatory report. Data is aggregated at data center level before being reported: no individual customer data is published.
Who can access the data I submit?
Only the ETIX teams responsible for the regulatory report have access, and only to produce the aggregated indicators.
When do I need to submit my data?
The campaign for 2026 data is open from 01/01/2026 to 31/12/2026.
What is the EED?
Directive (EU) 2023/1791 makes the “energy efficiency first” principle a cornerstone of EU energy policy. It sets a target for reducing EU energy consumption by 2030 and introduces an annual reporting obligation for data centers.
How do I submit my data?
Email the completed Excel template to [email protected]. If you cannot use the template, contact your usual ETIX representative.
Will this collection take place every year?
Yes, reporting is annual. ETIX monitors changes to the regulatory framework and will inform you of any change to the requested indicators.
Why is ETIX asking me for this information?
As a data center operator, ETIX is required to report these indicators for each of its sites. Since traffic and ICT capacity data depend on our customers’ equipment, we need to collect them from you.
Which equipment is in scope?
Capacity indicators only cover servers and storage equipment. Other equipment (network, security, etc.) does not need to be reported. We do, however, encourage you to choose energy-efficient equipment and settings.
I am hosted in several ETIX data centers. What should I do?
You can report all of your spaces in a single submission by adding one row per space in the Excel template.
Can I get a copy of the data I submitted?
Yes, just ask [email protected].
Can I correct my data after submitting it?
Yes, until the campaign deadline: simply resend all of your data, and the new submission will replace the previous one. After that date, data is locked for reporting.
